Is that truth? Does the app by itself sends data if the device is in Wifi or mobile network and my own project is opened? Where does it send to?

Yes, this is true. The data sent is to an analytics server, but it has no personally identifiable information and the resolution is to the nearest town. If you have no internet connection, then this information is lost. It is a tiny payload.
About all we can do with the data is determine how many users there are and more or less where in the world they are.
